Roseville City Council <br />Page 6 of 6 <br />• Mayor welcome letter - mailed letters to new businesses on a quarterly basis. Since the <br />City does not have business licensing it is hard to track when a new business moves in. <br />Bankers Meetings - Meet at least one time per year with commercial and residential <br />bankers. The commercial bankers group help to develop the small business loan pro- <br />gram. <br />Community Development cut the business retention program budget in 2004 due to the need to <br />reduce costs to a zero increase budget and because of shifting priorities set by the Council. In <br />particular, Cathy Bennett spends approximately 50 hours per month working on Housing and <br />Redevelopment Authority (HRA) activities that she previously spent on business and economic <br />development. Community Development spent between $3,000 and $6,000 in previous years to <br />fund luncheons and an economic development consultant to assist on special projects. <br />This year Community Development staffplan to produce and email the Business Link Newslet- <br />ter on a quarterly basis (March, June, Sept, Dec), email previously contacted businesses that <br />were visited in the last 5 years and hold at least one bankers meeting. If the Mayor is interested, <br />the Community Development staff will on a periodic basis prepare letters of welcome for new <br />businesses. Due to the budget cut for 2004, no luncheon, site visits or updates to the business list <br />will be completed. <br />B. Some Options RE: Business Advisory Commission <br />1. During budget review sessions, City Council could review and give direction about the cur- <br />rent budget for the Business Link program within the Community Development Department, <br />as described above. <br />2. City Council specifies and assigns business advisory responsibilities to an existing citizen <br />commission, such as the Planning Commission. <br />3. City Council could add a requirement that at least one or more members of an existing Rose- <br />ville citizen commission or commissions must own a business in Roseville, thereby creating <br />the potential for a more significantRosevillebusiness perspectivewithin that or those exist- <br />ing citizen commissions. <br />4. Ask the Roseville Visitors Association to become, as well, the Roseville Business Advisory <br />Commission. Because they are a separate legal entity, that would require their consent, as <br />well as changes in their board membership and articles of incorporation. <br />
