As you know, state law requires land use approvals to occur within 60 days of <br />the request, unless a special extension of time is granted. Thus, if you were to create an Envi- <br />ronmental Advisory Task Force and they wanted to consider an environmental issue that arose in <br />a land use case, then, in addition to proceedings before the Planning Commission and City <br />Council, we would also have to try to accommodate another review by the Environmental Task <br />Force — all within 60 days. That is a challenge.) <br />B. Some Options RE: EnvironmentalAdvisory Task Force <br />1. Do not create a new body, but instead have staff coordinatepreparation of an annual or more <br />periodic report to the City Council about environmental activities and issues within the City; <br />2. Do not create a new body, but instead modify the charge of an existing citizen commission or <br />commissions to include additional environmental responsibilities;perhaps reorganize and re- <br />name the Public Warks and Transportation commission to address all environmental issues. <br />3. Create an ad hoc environmental advisory task force that meets once or twice a year for the <br />limited purpose of identifying environmental issues they feel are not being satisfactorily ad- <br />dressed by the City; then the Council could assign those issues to one or more of the existing <br />standing citizen commissions for investigationand for sending a recommendation back to the <br />Council. <br />IV. Business Advisory Commission <br />Mayor Klausing suggests you discuss creating a Business Advisory Commission as a way for <br />businesspeoplewho may not live in Roseville to provide input into City decisions. This Com- <br />mission would likely meet on a quarterly basis and would work on such issues as advising about <br />the Comprehensive Plan and business regulations. The Commission would not be involved in <br />code changes or approvals. <br />A. Background: City staff developed a Business Retention and Redevelopment Program in <br />1996-97. Its goal is to support and expand the manufacturing and high technology sectors to en- <br />sure the City vision for a consistently diverse business base and quality employment and to pro- <br />vide business retention and development strategies that focus on these sectors. <br />To achieve this goal the City developed the Business Link program. This includes: <br />• Business Link emailed newsletter - Sent 3-4 times per year and posted on the web. <br />� Business Link luncheons and/or breakfast meetings on topics of interest - In the past we <br />have had only a handful of participants. <br />• Business Visits - A few years ago the City was proactive in visiting business sectors, vis- <br />iting 30 companies in a year. <br />
