In short, we believe it is appropriate for the Council to follow Resolution 9372 <br />unless the Resolution is modified or suspended by majority vote of the Council. <br />As an alternative to the above, the Council may wish to repeal Resolution 9372 <br />altogether. Doing so would allow each sitting Council to determine the procedure that would <br />be used, on a yearly rolling basis, to fill vacancies. The Commission vacancy process could <br />then be included, annually, as an additional item of organizational business at the January <br />Council meeting. The Council could: 1) identify anticipated vacant Commission seats, and 2) <br />adopt a process for filing the vacant seats that is acceptable to the sitting Council. <br />I hope this helps.
