Date: 02/23/04 <br />Item: 12. <br />Environmental Task Force <br />MEMORANDUM <br />TO: MEMBERS OF THE ROSEVILLE CITY COUNCIL <br />FROM: AMY IHLAN <br />SUBJECT: PROPOSAL TO CREATE A CITIZEN ENVIRONMENTAL ADVISORY <br />GROUP <br />DATE: FEBRUARY 18,2004 <br />I propose that the City Council create a citizen environmental advisory group that could <br />advise the city council and city commissions on environmental policy issues, and facilitate <br />public discussion and input on environmental matters. The group could include Rpseville <br />residents with expertise and commitment to our natural environment. An advisory group <br />would be a good way for the city to engage citizens' energies, ideas and knowledge in <br />policy-making. The group could consider policy questions such as strategies for <br />preservation of trees, greenspace, wetlands, and wildlife habitats, problems of noise and <br />light pollution, recycling and leaf collection, composting, environmental cleanup (such as <br />brownfields), and storm water runoff issues. I envision this as an advisory and research, <br />rather than a decision-making group. <br />I offer this idea for some preliminary input from the council — and suggest that it be put on <br />the agenda for more in depth discussion at a future meeting or study session. <br />
