Regular City Council Meeting — 02/23/04 DRAFT Minutes - Page 15 concerned about alleged reward or granting favors through appointment to citizen boards or commissions, and/or voting on projects that had an impact on contributors. Mr. Kysylyczyn requested that Councilmembers pass a law or take a voluntary pledge that they would not appoint people who had contributed to their election campaigns. Mr. Kysylyczyn noted that further pursuit of this issue was a waste of time and spoke against the motion. Councilmember Schroeder questioned Mayor Klausing's apparent change of policy in considering looking at this proposal, citing past discussions related to disclosure of campaign contributions. Mayor Klausing clarified his rationale related to past discussions and fundraising well into campaigning; and noted that the action before the Council tonight was for future campaigns and sought Council consensus. Councilmember Schroeder thanked Mayor Klausing for his clarification of the timing of previous campaign contributions and fundraising discussions; and spoke in opposition of the motion; opining that the current system was adequate and further research was a waste of the City Attorney's time. Councilmember Kough spoke in opposition to the motion, citing his satisfaction with state campaign disclosure legislation; opining that the City Attorney had more important things to do. Roll Call Ayes: Ihlan, Maschka and Klausing. Nays: Schroeder and Kough. City Attorney Anderson clarified the intent of the Council's motion; clarifying their wish to have his office provide research on the preemption issue and whether power was granted to the City to do anything in this area. Councilmembers concurred. Mayor Klausing recognized several audience members who were students from Hamline University in Public Administration.
