Regular City Council Meeting — 02/23/04 <br />DRAFT Minutes - Page 15 <br />concerned about alleged reward or granting favors through <br />appointment to citizen boards or commissions, and/or voting on <br />projects that had an impact on contributors. Mr. Kysylyczyn <br />requested that Councilmembers pass a law or take a voluntary <br />pledge that they would not appoint people who had contributed <br />to their election campaigns. Mr. Kysylyczyn noted that further <br />pursuit of this issue was a waste of time and spoke against the <br />motion. <br />Councilmember Schroeder questioned Mayor Klausing's <br />apparent change of policy in considering looking at this proposal, <br />citing past discussions related to disclosure of campaign <br />contributions. <br />Mayor Klausing clarified his rationale related to past discussions <br />and fundraising well into campaigning; and noted that the action <br />before the Council tonight was for future campaigns and sought <br />Council consensus. <br />Councilmember Schroeder thanked Mayor Klausing for his <br />clarification of the timing of previous campaign contributions <br />and fundraising discussions; and spoke in opposition of the <br />motion; opining that the current system was adequate and further <br />research was a waste of the City Attorney's time. <br />Councilmember Kough spoke in opposition to the motion, citing <br />his satisfaction with state campaign disclosure legislation; <br />opining that the City Attorney had more important things to do. <br />Roll Call <br />Ayes: Ihlan, Maschka and Klausing. <br />Nays: Schroeder and Kough. <br />City Attorney Anderson clarified the intent of the Council's <br />motion; clarifying their wish to have his office provide research <br />on the preemption issue and whether power was granted to the <br />City to do anything in this area. Councilmembers concurred. <br />Mayor Klausing recognized several audience members who were <br />students from Hamline University in Public Administration. <br />
