Regular City Council Meeting — 03/08/04 <br />DRAFT Minutes - Page 7 <br />Councilmember Maschka concurred; noting that since Mr. <br />Regan, the applicant, was the second largest property owner in <br />the area, he was a vital part of the development process; and <br />opined his willingness to make an exception for this <br />appointment. <br />Councilmember Ihlan requested that, if the Council chose to <br />accept this applicant, Mr. Regan be requested to complete the <br />application and be treated similarly to other applicants to the <br />panel. <br />Mayor Klausing recognized the concerns of Councilmember <br />Ihlan; and the rationale of Councilmember Maschka regarding <br />this appointment; concurring with the request that an <br />application be completed by Mr. Regan. <br />Councilmembers concurred. <br />Maschka moved, Klausing seconded, appointment of Sean <br />Regan as a Twin Lakes business/property owner member of the <br />Twin Lakes Stakeholder Advisory Panel, subject to his <br />submission of a completed application. <br />Councilmember Ihlan, in an effort to maintain procedural <br />fairness, noted that Mr. Regan had been attending the <br />Stakeholder meetings; encouraged others to attend as well; and <br />spoke against the motion due to the normal process not being <br />followed for this appointment. <br />Roll Call <br />Ayes: Kough, Maschka, Schroeder and Klausing. <br />Nays: Ihlan. <br />3.c. Approve Election Judges for April Special Election Approve Election <br />Councilmember Kough noted that he would be abstaining Judges for April <br />from the vote, as his wife served the City as an election Special Election <br />judge. <br />
