Motion Approving City Council Proclamation Designating March of 2004 as Women's History Month City Manager Nea1 Beets noted that the federal government had declared the week of March 8, 2004 as National Women's History Month with the theme of "Women Inspiring Hope and Possibility;" noting the fine example as witnessed and represented by the City's Police Chief Carol Sletner; and recommended approval of the City Proclamation. Kough moved, Maschka seconded, declaring March 2004 to be Women's History Month in the City of Roseville. Roll Call Ayes: Ihlan, Kough, Maschka, Schroeder and Klausing. Nays : None. 5. Consider Award of 2004 Refunding Bonds Finance Director Chris Miller and Ms. Terry Heton of Springstead Financial Advisors presented a Bench Handout outlining a summary of the eleven (11) bids received earlier today for the $1,760,000 General Obligation Improvement Refunding Bonds, Series 2004A. Ms. Heton noted the tremendous response received by the City from the market place; and recommended the low bid of $2.3980% from Piper Jaffray & Co., Inc.; noting that her firms's estimated rate had been 2.54%. Ms. Heton noted that the refunding bond would a11ow the City to achieve an anticipated $181,000 in sa�ings over the remaining term of the bond; and read affirmation by bonding agencies of the City's bond record and strong financial rating, accomplishing the low bids received.
