Regular City Council Meeting — 03/08/04 <br />DRAFT Minutes - Page 9 <br />Mayor Klausing commended Canine Officer Joseph Spark <br />and his initiative to pursue this equipment. <br />Roll Call <br />Ayes: Ihlan, Kough, Maschka, Schroeder and Klausing. <br />Nays: None. <br />4.b. Motion Approving City Council Proclamation <br />Designating March of 2004 as Women's History Month <br />City Manager Nea1 Beets noted that the federal <br />government had declared the week of March 8, 2004 as <br />National Women's History Month with the theme of <br />"Women Inspiring Hope and Possibility;" noting the fine <br />example as witnessed and represented by the City's Police <br />Chief Carol Sletner; and recommended approval of the <br />City Proclamation. <br />Kough moved, Maschka seconded, declaring March 2004 <br />to be Women's History Month in the City of Roseville. <br />Roll Call <br />Ayes: Ihlan, Kough, Maschka, Schroeder and Klausing. <br />Nays : None. <br />5. Consider Award of 2004 Refunding Bonds <br />Finance Director Chris Miller and Ms. Terry Heton of <br />Springstead Financial Advisors presented a Bench Handout <br />outlining a summary of the eleven (11) bids received earlier <br />today for the $1,760,000 General Obligation Improvement <br />Refunding Bonds, Series 2004A. <br />Ms. Heton noted the tremendous response received by the City <br />from the market place; and recommended the low bid of <br />$2.3980% from Piper Jaffray & Co., Inc.; noting that her firms's <br />estimated rate had been 2.54%. Ms. Heton noted that the <br />refunding bond would a11ow the City to achieve an anticipated <br />$181,000 in sa�ings over the remaining term of the bond; and <br />read affirmation by bonding agencies of the City's bond record <br />and strong financial rating, accomplishing the low bids received. <br />Motion Approving <br />City Council <br />Proclamation <br />Designating March <br />of 2004 as Women's <br />History Month <br />Resolution 10208 <br />Consider Award of <br />2004 Refunding <br />Bonds <br />
