infrastructure improvements and to allow increased flexibility in dealing with the <br />unpredictable nature of redevelopment. The proposal acknowledges that difficult, large <br />scale redevelopment projects are often a combination of traditional barriers to <br />redevelopment: (1) contamination, (2) blight, (3) soils problems, and (4) obsolete or <br />abandoned buildings -- not just one condition. Current law is only helpful in dealing with <br />small sites that are blighted and provide no useful tools to aid in the provision of the <br />area-wide infrastructure that might be required in order to nurture sensible development. <br />In addition, the City can request State bonding in the amount of $10 million to help <br />cover the costs of regional infrastructure needed for the project such as construction of <br />Twin Lakes Parkway, reconfiguration of the Interstate ramp and traffic lights. <br />The Benefits of Investing in Twin Lakes: The returns to the City for its use of TIF in <br />the redevelopment of Twin Lakes are immense. Once redeveloped, the Twin Lakes <br />Mixed Use Business Park project will enhance livability for area residents, create new <br />jobs and businesses, improve access to Langton Lake, and improve water quality as <br />well as public park and open spaces. Other benefits include integration of transit, <br />pedestrian/biking trails, and access to regional transit. Diverse employment <br />opportunities in the park will be complimented by new housing development <br />opportunities adjacent to or near the business park and will provide a seamless <br />transition to existing neighborhoods. <br />Why is TlF Public Policy lmportant?- The decision Roseville policy makers (city <br />council, county and state representatives) need to make is if today's investment is worth <br />the future benefits associated with redevelopment of �Twin Lakes. If public investment is <br />not chosen, using TI F and other public financing tools, is it worth the risk to allow the <br />area to remain economically stagnant while also deteriorating environmentallyand <br />aesthetically?
