REQUEST FOR COUNCIL ACTION <br />DATE: �3f 15/04 <br />ZT�.i�f � �. <br />Department ApprovaL• Manager Reviewed: Agenda Section: <br />� �� � � <br />Item Description: Consider Federal Grant Opportunity for Construction of a Trail Adj acent to <br />County Road B-2 <br />Background: <br />Since the mid- 1980s, the City of Roseville has considered non-motorizedtrails to be a <br />significantpart of its transportation plan. During the Vista 2000 strategic planning process, <br />Roseville residents called on the City to continue to develop additional multi-modal systems of <br />transportationwith emphasis on non-motorizedtrail systems. As a result of Vista 2000, the <br />Pathway Advisory Committee was created. This group of Roseville residents developed the <br />Roseville Pathway Master Plan. One of the maj or goals identified in this plan is the integration <br />of the local system with the larger regional system. The group identified and prioritized 20 <br />different pathway segments for construction that help complete the City's pathway network. <br />This group is still active and works to update their recommendationson a yearly basis. <br />The Roseville City Council adopted the Roseville Pathway Master Plan in 1998 and it was added <br />to the Parks and Recreation Systems Plan, which is a section of the city's Comprehensive Plan. <br />This plan identifies the County Road B-2 pathway facility as critical to the area pathway network. <br />It ranked highest in priority for development based on criteria created by the Pathway Advisory <br />Committee. The criteria evaluated the pathway segments based on their ability to connect to <br />multiple destinations, connect to the regional system, eliminate safety concerns, expected usage, <br />compatibility with adj oining properties, impact on adj oining properties and if the segment filled a <br />void in the system. <br />In the interest of achieving the prioritized goals set out by the Pathway Advisory Committee, City <br />Staff pursues alternativefunding mechanismsto constructthe recommended pathway segments. <br />In 1999, the City was awarded Federal Surface TransportationProgram (STP) funding to <br />construct a multi-use pathway along County Road B-2 from Rice Street west to Walnut Street <br />then north to the Burlington Northern Railroad corridor. We have been notified by Mn/DOT, the <br />administrator of federal funding, that the opportunity to utilize these grant monies will expire this <br />year. <br />Project Description: The proposed County Road B-2 pathway is approximately 5.25 miles long <br />and runs from Rice Street west to Walnut Street, then north to the Burlington Northern Railroad <br />corridor. Approximatelytwo miles of trail or sidewalk exist in this corridor and would be <br />proposed to be upgraded as a part of this project. The proposed trail is aligned in the County <br />Road B-2 corridor and follows that right-of-way for its length. The trail is proposed to be 8' <br />wide to meet federal trail standards. <br />
