Construction cost: The city's matching construction cost is estimated to be $450,000.
This cost is significantly l,ess than the estimated esting infrastructurereplacement
costslneeds discussed in the previous section.
On.° maintenance cost: The City has appromately 60 miles of esting off road
pathways and sidewalk Our yearly cost for these facilities is appromately $4000/mile
for maintenance, upkeep, and replacement. This proposed pathway would add 3.25
miles to the overall City pathway system.
• Riht- Of- T Accuisition: These costs are not eligible for federal funding and would
be a cost we would need to address. We have not finalized the alignment of the pathway
at this time; and until this is established, we are not able to confidently estimate right-
of- way costs.
Proposed Funding Sources for City Costs
Staff has identified three possible sources for the city costs related to this project. They are
as follows:
- Pathwav Maintenance Funds: $140,000
Existing pathways in this corridor are planned for replacement at this time. This amount
would be captured from the 2004 and 2005 annual budgets.
- Storm Utility Funds: $100,000 -$200,000 (amountto be identified by actual storm sewer
needs)
This corridor has existing storm drainage needs. If the trail is not constructed, the storm
utility would fund these improvements in the future as they are undertaken.
- Construction Funds: $200,000 -$300,000 (Depending on right-of-way needs)
Staff feels the Construction Fund could absorb the remaining city match and right-of-
way costs.
■ Existin Enineerin Budet:
The majority of the engineering and construction administration will be done by existing
staff.
Process: We will meet with corridor property owners to help us identify issues and address the
concerns that they might have. We have met with the following commissions to have them
comment and make a recommendation on the proposal:
