application, staff could explore the undergrounding of the overhead power lines. We would <br />work with Xcel Energy to identify the cost of this work and the impact on energy bills if the <br />Council desires. <br />Financial Implications: The proposed County Road B-2 pathway project has an estimated <br />construction cost of $2.25 million. This would include pathway construction, retaining walls, <br />landscaping, crosswalks, drainage improvements, and street lights. Since we are in the <br />preliminary planning stages, we have not established the right- of- way needs for this proj ect. <br />Federal funding will cover up to 80% of the construction cost; the City would be responsible for <br />a 20% match. <br />Existing City Infrastructure Needs <br />The City has existing infrastructure within this corridor. Much of this infrastructure has <br />been in place for more than 30 years, and is in need of maintenance/replacement. We can <br />address these needs within the scope this proj ect or include it in our 5-year Capital <br />ImprovementPlan. We estimate that there is $571,000 of infrastructurereplacement/needs <br />in this corridor. Please see attached pictures of existing conditions of this corridor. <br />♦ Pathwa�s: There are 2 miles of existing bituminous trail and sidewalk in the County <br />Road B-2 corridor. These trails were constructed in the 1970s and are in very poor <br />condition. The width is inadequate in areas for snow removal equipment, and spacing <br />between the pathway and the street varies. This pathway is programmed for <br />reconstruction. The estimated the cost for reconstructionis $140,000, not including <br />right- of- way costs. Please see Attachment C for locations of existing trail and <br />sidewalk and condition rating. <br />♦ Streetli�hts: ln 1970, the City of Roseville installed street lights in the County Road B-2 <br />corridor. These lights are in very poor condition and will require replacement or <br />removal in the near future. We have estimated that the replacement costs for these <br />facilities are $231,000 plus design and right- of- way costs. This money is not currently <br />included in our Street lighting budget which is funded through general tax funds. Please <br />see Attachment D, which identifies the location of existing city-owned streetlights in <br />this corridor. <br />♦ Draina�e: The easterly segment of County Road B-2 (Dale Street to Rice Street) has a <br />rural cross section with drainage being conveyed by a series of ditches and culverts along <br />the shoulder of the road. We have received a number of complaints from homeowners <br />along this section of road regarding water standing in their driveways and front yards. <br />We have tried to address these issues as they come up; however, additional storm sewer <br />on this segment of road is necessary to correct the problem. Ramsey County does not <br />plan to reconstructthis segment of street in the near future, and considers these sorts of <br />drainage issues to be under City jurisdiction. We estimate the cost to add additional <br />storm sewer segments to improve local drainage along this road to be $200,000. <br />Financing would be through storm sewer infrastructure funds. <br />Proposed City Costs <br />Acceptance of the federal funds for this proj ect requires a 20% construction cost match. In <br />addition to the construction cost, there are right- of- way acquisition and ongoing <br />maintenance costs. <br />
