Using the same three cities, the second graph depicts the financial costs assuming the cities <br />provide for their IT function through partnerships. In this example, City 'A' serves as the <br />administrative agent. Again the costs include hardware, software, and general administrative. <br />!�� <br />t� <br />BO <br />E�{] <br />�� <br />�[� <br />[} <br />IT Function with Partnerships <br />City A City B City C <br />Hardware ■ Software O Admin <br />As is shown, cities 'B' and `C' no longer provide for its administrative functions; they have <br />transferred the task to City 'A'. In addition, cities 'B' and `C' are spared a portion of their <br />hardware costs as similar functions can now be grouped together. Collectively, the three cities <br />have reduced their overall cost from $300 to $270; a savings of 10%. <br />Clearly the example presented above is on a much smaller scale than the City's e�sting business <br />partnerships. It is estimated that the collective savings within the existine nartnering <br />or�anizations is annroximately $300,-000 annuall�. As the administrative agent in the <br />partnership, Roseville receives the largest share of the savings. <br />Update on the Ramsey County IT Initiative <br />The Council may recall that last year, Ramsey County approached the City on an idea of creating <br />an initiative to study the costs and benefits of local governments within Ramsey County creating <br />a consortium to provide the IT function on a county-wide basis. Ramsey County agreed to lead <br />the process. At the time, Roseville decided to participate at the Council level to determine <br />whether such an initiative would prove potentially successful. <br />In the past three months, the Ramsey County IT Initiative Group(s) has met on only one <br />occasion. Although it's too early to determine whether a Ramsey County-led initiative will be <br />considered desirable; it is known that many of the suburbs have already made a choice to <br />establish a partnership with Roseville's IT Division. Still more have made offers to join. These <br />suburbs, many of whom are listed above, have clearly expressed a desire to partner with <br />Roseville for the foreseeable future. <br />In the event that current or future business partners choose to terminate their partnerships, the <br />City of Roseville has the ability to downsize staffing levels in the IT Division. <br />
