modest level of 2% will increase the City budget by appro�mately $180,000. Thus, even with a zero- <br />increase budget in terms of new positions and programs, inflation alone creates an additional operating <br />expenditure of approximately $180,000 in 2005 that the city must budget and pay for. <br />Thus, the policy question is, "Is this the right time to be considering tax-supported additions to our personal <br />services budget?" <br />Conclusion and Recommendation <br />To be sure, the City would be helped by a Volunteer Coordinator and by offering Senior Fellowships. We pride <br />ourselves on our use of volunteers. They are a vital part of city operations. Volunteers help make Roseville a <br />true community. We also pride ourselves on recognizing and responding to demographic changes. A Senior <br />Fellowship Program could be an intelligent, productive, win-win response to changing demographics. We <br />alway s have proj ects that need attention but which we never seem to have the time to tackle. <br />But for the reasons outlined above, I recommend holding off on adding these new positions or programs until <br />the budget picture becomes more clear. During your budget review sessions you can look at the Volunteer <br />Coordinator and Senior Fellowship proposals in light of the City's overall financial picture and in light of all <br />competing budget requests. <br />
