Conclusion and Recommendation To be sure, the City would be helped by a Volunteer Coordinator and by offering Senior Fellowships. We pride ourselves on our use of volunteers. They are a vital part of city operations. Volunteers help make Roseville a true community. We also pride ourselves on recognizing and responding to demographic changes. A Senior Fellowship Program could be an intelligent, productive, win-win response to changing demographics. We alway s have proj ects that need attention but which we never seem to have the time to tackle. But for the reasons outlined above, I recommend holding off on adding these new positions or programs until the budget picture becomes more clear. During your budget review sessions you can look at the Volunteer Coordinator and Senior Fellowship proposals in light of the City's overall financial picture and in light of all competing budget requests.
