� , , <br />1��?��T,�F�T� F�}� �'���T(=il. ��'TIC��f <br />Date: March 15,2004 <br />Item:12. <br />Department ApprovaL• Manager Reviewed: Agenda Section: <br />Item Description: <br />Instant Runoff Voting <br />Background: <br />In January the City Council passed a resolution stating that the City is "giving serious <br />consideration to the benefits of using Instant Runoff Voting (IRV) in this Special Election." The <br />resolution requested that the Legislature pass HF 1719 which would give the City permission to <br />use IRV in the Apri120,2004 Special Election. <br />The bill, as amended to limit the IlZV only to the City of Roseville Apri120 Special Election, <br />passed the Senate and is scheduled to be heard in the House on March 15. Governor Pawlenty <br />has indicated he would sign the bill if it passes both Houses. <br />If the House passes the bill on the afternoon of March 15 and if the City Council wants to use <br />IRV for the Apri120 election, the Council must adopt the attached ordinance at the Monday <br />meeting. Ballots are scheduled to be printed on March 16 so that they are available for absentee <br />voting which begins March 19. <br />If the Council adopts the ordinance, City staff will train election judges on IRV. Ramsey County <br />will provide technical support to count the ballots on election night, if needed. <br />Since IRV is a new way of voting, residents will likely have questions. Roseville resident and <br />ZRV supporter Bruce Kennedy has offered to conduct IRV demonstrations for groups throughout <br />Roseville. Staff will work with Mr. Kennedy to get information on Cable Channel 16 and on the <br />City's webpage telling residents about the change in voting. <br />Council Action Requested: <br />If the Minnesota House passes the appropriate legislation and Governor Pawlenty signs it, hold <br />the first reading, waive the second reading, and enact the proposed ordinance to allow the City of <br />Roseville to use the Instant Runoff Voting method during the Apri120,2004 special election. <br />
