Regular City Council Meeting — 03/08/04 <br />DRAFT Minutes - Page 16 <br />interested in serving on boards. <br />Mayor Klausing recommended that Councilmembers consider <br />interim reappointment to those positions expiring on March 31, <br />2004 and further consideration be given to the other items <br />discussed tonight to reach consensus. <br />Further discussion ensued regarding the vacant positions or those <br />needing reappointment; the application process and timetable; <br />and the need for filling the Planning Commission vacancy to <br />avoid a potential deadlock vote. <br />John Kysylyczyn, 3083 N Victoria <br />Mr. Kysylyczyn provided a historical perspective on advisory <br />commissions and appointments, and recommended that the <br />Council contact Ms. Ann Berry of the League of Women Voters, <br />who had previously studied this subject. Mr. Kysylyczyn <br />reviewed his tenure as mayor and recommendations regarding <br />commission appointments. Mr. Kysylyczyn further opined the <br />statutory requirements and limitations of Council authority <br />related to the Police Civil Service Commission. Mr. Kysylyczyn <br />concluded by encouraging Councilmembers to abstain from <br />voting for people who were involved with their election <br />campaigns, when those people were under consideration for <br />appointment to city advisory commissions. <br />Klausing moved and amended, Maschka seconded and amended, <br />to direct staff to open thirty (30) day advertisement for <br />applications for the one (1) Planning Commission vacancy, and <br />three (3) Parks and Recreation Commission vacancies; exclude <br />advertising for the Human Rights Commission vacancy at this <br />time; and schedule interviews for appointees and reappointees <br />following the close of application period; with appointment to be <br />made following the Special Municipal Election of April 20, <br />2004. <br />Roll Call <br />Ayes: Ihlan, Kough, Maschka, Schroeder and Klausing. <br />Nays: None. <br />Klausing moved, Schroeder seconded reappointment on an <br />interim basis until May 31, 2004, those commission terms <br />
