Regular City Council Meeting — 03/08/04
DRAFT Minutes - Page 3
on the measure on Monday, March 15, 2004 at 3:00 p.m.
Mr. Kennedy recommended that citizens become involved
in supporting the legislation, and encouraged them to
contact him at 651-633-3713 for carpooling and other
accommodations to attend the vote and show their support.
Councilmember Schroeder reiterated his past concerns on
the need to educate Roseville citizens on this system, in
anticipation of the legislation passing; and expressed
concern that potential voters not be so intimidated as to not
show up at the polls.
Mr. Kennedy noted that his time, of late, had been
exclusively spent on getting the legislation heard and
passed. Mr. Kennedy shared some of his thoughts on
education, suggesting a direct mailing to past registered
voters and noting the volunteer pool aailable from the Fair
Vote Minnesota who have been advocating for this choice.
Mr. Kennedy further suggested educational sessions be held
at the public library and elderly housing units, in addition to
advertising in various media sources. Mr. Kennedy opined
that the educational options should be discussed, debated
and acted upon prior to the Council's adoption of an
ordinance related to instant runoff elections.
City Manager Beets responded that the March 15, 2004
Council Study Session would be the last meeting scheduled
prior to the Special Election, and a draft ordinance would be
available in anticipation of the legislation being passed
earlier that day. Mr. Beets noted that staff would be acting
at the direction of the City Attorney to ensure that the
enactment, publication and process was followed
appropriately.
Councilmember Kough noted that he would be unavailable
to attend the March 15, 2004 meeting; and questioned City
Attorney Anderson on whether a super maj ority was
required to pass the ordinance.
City Attorney Anderson noted that a simple majority was all
that would be required to enact the ordinance.
