4.0 REVIEW of PROJECT: <br />4.1 The project area consists of approxima�ely 1.44 acres (62,644 sq. ft.), of which 11,392 sq. <br />ft. lies within a dual easement (over h��d electrical and underground gas pipeline). If <br />developed as a single family detached }�ousing development with 11,000 sq. ft. minimum <br />lots, 5 homes could be constructedwitY� a public or private cul-de-sac at a density of 3.5 <br />units per acre, while the proposal seeks8 lots averaging 4,375 sq. ft. and a common lot of <br />2�,612 sq. ft. for a density of 5.5 units �er acre. <br />4.2 To the north, south, and east of the red�velopment site are single family residences and to <br />the west is Rosepointe Senior.�pa�n�r�rs (190 units). To the northwest lies the Hamline <br />Office Plaza and to the southwest are si�igle family residences. <br />4.3 Roseville's policy has been to use site-$pecific Planned Unit Development (PUD) zones <br />and development contracts in redevelopment areas/parcels to allow flexibility and <br />creative design. The Meadow View Hdmes proposal of eight residential town home units <br />will be a PUD zone, specific to the 1.44 acre site. <br />4.4 In January 2004 the Planning Commission provided Meadow View Homes comments <br />and direction regarding a sketch plan pr'pposaL Meadow View Homes also held a well <br />attended neighborhood meeting regardi�g the proposed development at the community <br />room within Rosepointe. Since the �k�s�li Plan Review in January, Meadow View <br />Homes has refined the floor plan desigr� of the units and developed conceptual elevations <br />for the proposed town home units. <br />4.5 The proposal for this town home dev�� �ment does not require any new public <br />infrastructure. However, the site has �xisting well that must be properly capped. <br />Sanitary sewer and water lateral exter�§� ns to serve the eight town home units have been <br />designed to adequately serve these str� �res. City easements for the sanitary sewer and <br />watermain will be required for extens� s into the site. <br />4.6 The utilities, such as electricity, ca�[c, t�[e�har�er and natural gas, will be designed and <br />coordinated through the Public �4' �rk� L��par�rn�n� to be underground, and utilize a j oint <br />trenching system where ap�li�a�l�. Double stall garages are pr ��� �or each unit, with the center four units <br />garages being side loaded versus facing the private road.
