Plannin� File 3546: Request b Meadow View Home for a Comprehensive <br />Land Use Plan Amendment fro LR Low Density Residential to MR Medium <br />Density Residential, P�l�minan�r Plat for eight town home lots, and a General <br />Concept Planned �'ri� t���1�pr't'r�� rezoning the property from R-1, Single <br />Family Residence, to R-6 Town Home District, for property located at 2550 <br />Hamline Avenue. <br />Chair Mulder opened the hearing and requ�sted City Planner Thomas Paschke to present <br />the verbal summary of the staff report dated March 3,2004. <br />I� Thomas Paschke indicated that Meadow Vi�ew Homes, owner/developer, seeks approval <br />a� of a Comprehensive Land Use Plan .�m,�tt�ment changing the designation from Low <br />]� Density Residential to Medium Density Re�idential; a Preliminary Plat for eight town <br />]� home lots and one common area lot; a Rezc}ning of property from R-1, Single Family <br />!� Residence Districtto Planned Unit Develop�ment with an underlying zoning of R-6, <br />1� Townhome District; and a General Concep� Planned Unit Development for eight town <br />]� home units (four structures — two units atta�hed) on 1.44 acres located at 2550 Hamline <br />�� Avenue. He illustrated the site location and aerial photos and illustrated the proposed <br />� 1 setbacks. There are four structures and eigh{t total units <br />�� <br />�� <br />�� <br />�� <br />�� <br />�7 <br />�� <br />�� <br />3� <br />3L <br />He described the generalized site plan of tf�c site, including the architecturalplan and <br />materials for the units. Porches andlor ��ck� need to be included in the plan. The homes <br />proposed are consistent with architecture n�arby. A storm water management and <br />landscape plan are not completed at this tir�e. The landscape plan should include <br />boulevard trees on Hamline Avenue. Lowed level shrubs can be planted on the south <br />within the utility easements. Berms, fence �nd landscaping could be included. A fence <br />along Hamline is proposed, but it may be b�tter to screen vehicles with berms and <br />landscaping. <br />3� Thomas Paschke explained the impact of tr�ffic on this site, at a rate of 7-11 trips per <br />�� day/per unit up to 88 total trips. The peak t�ips will be three to five per peak hours. <br />3� Oakcrest currently has 550 ADT, could eas�ly handle 88 additional vehicles. Off street parking needs (4 are proposed per unit) should include eight <br />guest spaces throughout the site on the private street. Utilities are available to the site and <br />have adequate capacity. No street lighting1� lan has yet been proposed, but that should be <br />done with Xcel. Sidewalks should lead of I�amline Avenue. <br />Thomas Paschke illustrated current housing value, noting that the new units value will be <br />$350,000 or more, similar to those homes ��i Willow. <br />Thomas Paschke explained the concerns an4 support for the project and advised that the <br />
