February 24,2004 <br />Planning Commission and City Council Members <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br />Dear Planning Commission and City Council Members <br />I am writing concerning the proposal by Meadow View Homes to build eight twin homes <br />at 2550 Hamline Avenue North. I realize you have received communicationfrom other <br />Roseville residents conceming this proposal; however, I too, would like to state that I am <br />opposed to this project and any rezoning of the property at 2550 Hamline Avenue North <br />or in any change in Roseville's comprehensive plan to accommodate this proj ect. Until <br />recently, there was a single family home on the property. The stated goal of Roseville's <br />Comprehensive Plan is to provide direction on city development decisions. That plan <br />characterizes this property as low density residential. Many of my neighbors and I made <br />decisions to buy, remodel, or stay in existing homes based on this plan. To follow the <br />comprehensive plan and to keep in the character of the rest of the neighborhood, this <br />property should remain low density residential. <br />I am opposed to the proj ect for the following reasons: <br />• Higher density than warranted in the predominately single family neighborhood. <br />The area is already saturated with higher density development on the west side of <br />Hamline from near Oakcrest and north to County Road C. The west side of <br />Hamiine has Rosepointe, office condos, and an office building. <br />• Additional traffic load on Hamline Avenue. Currently, many afternoons the <br />traffic backs up to the south beyond Brooks Avenue to get through the traffic light <br />at County Road C. In addition, traffic attempting to t�nn onto Hamline from <br />Willow Circle, Sextant, Brooks, Oakcrest, and Christy Circle as well as that <br />coming from individual driveways on Haznliz�e already has a difficulttime <br />accessing Hamline. Many times I have to wait until a l:ind driver will let me <br />through to t�nn into my driveway due to the back log of cars. Developments <br />already planned for Hamline Center and Arona sites will also negatively impact <br />Hamline Avenue traffic. <br />Parking concems. Presently parking is only permitted on the south side of <br />Oakcrest. There is little visitor parking within the proposed development. <br />Homeowners living across from the proposed site will need to be extra careful <br />when exiting their driveways due to both the traffic bottlenecks and the extra <br />parked cars. <br />
