• Planned entrance to the property from Oakcrest is too close to the comer and also <br />will be almost directly opposite the driveway of a single family residence on the <br />north side of Oakcrest. <br />� Concerns about snow remove and where it will be deposited as well as water n� <br />of£ Will it be melting and running off onto abutting properties. Under the <br />planned design, there will be massive roofs and impervious surfaces for the <br />roadway and driveways. <br />• Concerns about the proximity of the proposed development to pipeline and utility <br />easements and the fact that screening cannot be located on the easements, nor can <br />neighboring property owners screen the views of the proposed development from <br />their properties because they also cannot plan screening materials on the <br />easements. <br />. Concerns about headlights negatively impacting surrounding property owners. If <br />screening with trees cannot be done because of the pipeline and utility easements, <br />existing residents will be subjected to headlights from vehicles entering/exiting <br />the property and turning into driveways/garages. <br />� Concern about the inexperience of the developer, Meadow View Homes. It is my <br />understandingthat this would be the first twin home project ever built by this <br />developer. <br />. Concerns about the operation of the development. The developer stated at a <br />neighborhood meeting that prospective owners of the twin homes would own <br />their respective units and property parcels. He said establishment of a town home <br />association would be up to the respective homeowners. Without an association <br />and establishment of operating guidelines, there may be no uniformity in property <br />upkeep. Things like lawn care, snow removal, trash removal, and property <br />maintenance may be noticeably different between the units. Without association <br />bylaws, owners also would be free to use the units as rental properties that could <br />negatively affect upkeep of the units. <br />I urge the members of the Roseville Plamning Commission and City Council to protect <br />the character of our neighborhood and disapprove any attempt to change the city's <br />Comprehensive Plan or zoning of the parcel.
