Consider a Volunteer Coordinator and "Senior Fellowships" City Manager Beets recommended that consideration of adding these new positions or programs be put on hold until the budget picture becomes clearer; with consideration being given to the Volunteer Coordinator and Senior Fellowship proposals during review of the 2005 budget, in light of the City's overall financial picture and competing budget requests. Councilmember Maschka noted that, during the interim, he would be contacting a focus group to get their input on whether a senior fellowship program had validity; and opined his willingness to wait before proceeding with further consideration of implementation. Councilmember Schroeder concurred with City Manager Beets' recommendation; noting that it had not been his intention that the Volunteer Coordinator position be considered immediately. However, Councilmember Schroeder did request additional information from staff prior to the 2005 Budget discussions. These requests were part of a memorandum on this subject that is attached to these minutes. Basically, he sought a listing of a11 tasks volunteers currently perform for the city, another listing of additional tasks that volunteers could perform, and an estimate of the potential savings to the city in cost or time through use of additional volunteers. Mayor Klausing expanded on the requested additional information from staff to include a review of equivalent positions (i.e., Volunteer Coordinator) in other cities; how they're used; how the process works; experiences; advantages and disadvantages; expressing concern that a Volunteer Coordinator may impede on the personal relationship volunteers currently enjoy with the specific departments and staff with whom they interact.
