southwest from the property and at a higher elevation that the project, can be <br />screened from headlights, interior street and outside lighting. Most of my back <br />yard contains easements from V�(Iliams Brothers and BP Pipelines as well as <br />Excel. I cannot plant trees in my back yard to screen this project and the lights <br />from view. Three bedrooms in my horme are located on the Hamline side and <br />would be directly impacted. <br />Consider the view of these four huge structures on this parcel after the planned <br />removal of almost all of the present tre�es. (The PDF file site plans included in <br />the Planning Commission packet on Roseville's web site were unreadable, <br />therefore I did not comment on the planned structures themselves at the <br />Planning Commission meeting.) Commissioner Robert Blank expressed his <br />disappointment at the design views and encouraged the developerto improve <br />the design. From Hamline Avenue, �Y�G massive, flat walls broken by four <br />windows in each building would be visible. From the south, huge rooflines and <br />blank walls would be visible. Trees to screen the project from homes on the <br />south cannot be placed on the easements and there is not enough space to <br />place trees in many areas on the parcel. Shrubs would not provide effective <br />screening. <br />If the project does go forward, please consider adding a condition that any <br />electrical, cable or other service connection needing above ground equipment <br />have that equipment located on the subject property. (I already have some type <br />of electrical connection equipment on the Hamline side of my property and would <br />not want more located there.) <br />In summary, I urge you to oppose the change in zoning from single family <br />residential to town home and the amendment of Roseville's Comprehensive Plan <br />to allow this property to be reclassified from low density residential. It is not just <br />this parcel that affects the quality of living in our Roseville neighborhood. This <br />area is at its development and traffic saturation point. The addition of the Arona <br />and Hamtine Centerdevelopmentswill negatively affect our neighborhood and <br />additional density should not be considered. <br />If you have any questions or would like to discuss this issue further, I'd be happy <br />to discuss it with you.
