Based upon our experience <br />in coordinating redevelopment projects of this nature and fmancial ability, Mr. <br />Commers and Mr. Johannson support our request to be named as the master <br />developer. Given the current proposed plans, which indicate residential as the largest <br />development component, we feel we are unic�uely qualified as the master developer. <br />Builder Magazine currentlyranks us as the ��' largest developer of attached for-sale <br />housing in the country. (Attached for your reference, a brief summary of Master <br />Developer e�erience.) <br />On Monday, November 17,2003, the City Council will be asked to consider a <br />number of items concerning the Twin Lakes redevelopment area. One of these items <br />is consideration of options for implementing the redevelopment plan. Five basic <br />organizationtypes are discussed by staff including the master development approach <br />"wherein the City selects one develo�m�nt company to coordinate a11 specialized <br />redevelopers, the streets, utilities and contamination clean-up, based on city plans and <br />with city assistance." For a number ofreasons, we consider the master developer <br />approach to be preferred over the other four organization types. The reasons are as <br />follows: <br />As the master developer, we would be responsible for negotiating privately, the <br />acquisition of all property within the Twin Lakes redevelopment area. This is by <br />far the most cost-effective approach and may help avoid the use of eminent <br />domain by the City.
