Twin Lakes <br />Page 2 <br />November 14,2003 <br />2. As the master developer, we would be responsible for the preparation of a master <br />plan, reflective of the aspirations of a number of parties and stakeholders, but <br />most importantly, reflective of the vision of the City. <br />3. As the master developer we would be responsible for coordinating the efforts of <br />specialized development firms such as Roseville Properties, Welsh Companies <br />and the Ryan Companies. Given the complex nature of infrastructure <br />improvementsrequired to support the development such as transportation <br />improvements, storm water management facilities, etc. a master developer is <br />required to balance these costs to insure a11 parties contribute fairly to the overall <br />development. Specifically, we are currently working with the Welsh Companies <br />and the Ryan Companies in other developmentprojects throughout the Twin <br />Cities. <br />4. Someone has to accept the responsibility and burden for insuring the <br />implementation of the long-term master plan of Twin Lakes. The master <br />developer provides the City with direct accountability and responsibility for the <br />realization of the vision, goals and objectives of the City's plan. <br />5. Significant environmental clean-up work is required to allow the development to <br />go forward. Since this environmental clean-up work does not follow property <br />lines currently or as part of the Twin Lakes plans, one entity such as the master <br />developer is best equipped to complete this work on a timely efficient and <br />economical basis. <br />In the interest of moving the Twin Lakes Redevelopment forward, we would ask the <br />Council to designate The Rottlund Company, Inc., doing business as Da�id Bernard <br />Builders and Developers, as tentative master developer, pending the completion of a <br />formal development agreement consistent with the objectives of the Twin Lakes <br />Redevelopment Area Plan. <br />If you ha�e any questions or comments, please feel free to contact me at 651-638- <br />0500. <br />president, Da�id <br />Builders and Developers <br />
