As the master developer, we would be responsible for the preparation of a master plan, reflective of the aspirations of a number of parties and stakeholders, but most importantly, reflective of the vision of the City. 3. As the master developer we would be responsible for coordinating the efforts of specialized development firms such as Roseville Properties, Welsh Companies and the Ryan Companies. Given the complex nature of infrastructure improvementsrequired to support the development such as transportation improvements, storm water management facilities, etc. a master developer is required to balance these costs to insure a11 parties contribute fairly to the overall development. Specifically, we are currently working with the Welsh Companies and the Ryan Companies in other developmentprojects throughout the Twin Cities. 4. Someone has to accept the responsibility and burden for insuring the implementation of the long-term master plan of Twin Lakes. The master developer provides the City with direct accountability and responsibility for the realization of the vision, goals and objectives of the City's plan. 5. Significant environmental clean-up work is required to allow the development to go forward. Since this environmental clean-up work does not follow property lines currently or as part of the Twin Lakes plans, one entity such as the master developer is best equipped to complete this work on a timely efficient and economical basis. In the interest of moving the Twin Lakes Redevelopment forward, we would ask the Council to designate The Rottlund Company, Inc., doing business as Da�id Bernard Builders and Developers, as tentative master developer, pending the completion of a formal development agreement consistent with the objectives of the Twin Lakes Redevelopment Area Plan.
