REQUEST FOR COUNCIL ACTION
Date: 3/29/2004
Item No: 10
Department ApprovaL Manager ,ppekc : Agenda Section:
 l: Jr f
 Staff Reports
Item Description: Consider Authorization to add a 50-Foot Extension to the City Ha11 Campus
Monopole
Introduction
On June 16, 2003, the City Council granted approval for a 150' monopole to be located on the
City Ha11 Campus, for the purposes of allowing wireless phone antennae. The City receives
rental payments from the wireless phone providers. At the time, the City Council allowed for the
immediate construction of a 100' monopole to accommodate the needs of Sprint PCS, with an
option to add a 50' extension should new wireless phone providers desire to locate at this
location.
During the past few months, discussions with both Verizon and T-Mobile have been ongoing.
Lease agreements for both providers are nearing the final review stages. At this time, the City
has received assurances that these providers intend to locate on this site. In order to meet their
customers' needs, they have requested that the City add the 50' extension.
Discussion Items
It is estimated that the additional costs for the 50' segment will be appromately $15,000. The
City will recoup these costs through future lease payments, which are projected to be nearly
$45,000 annually from the two additional providers.
Co-locating wireless phone providers on the same pole is consistent with the City Code and far
more preferable than having multiple poles at scattered sites that serve only one entity. The City
Ha11 site is shielded by surrounding buildings and trees, and is a far more desirable site as
compared to a residential neighborhood or park.
To date, City Staff are aware of only one complaint to the presence of the existing tower.
Although an additional 50' segment will likely draw more immediate attention, we believe the
added height will eventually blend in with the existing structures in the area including the
transmission lines located just to the south, and the Skating Center light poles to the west.
A copy of the original staff report, along with photos depicting a 150' monopole is attached.
