the program's authority from USFA to the Office for pomestic Preparedness (ODP) <br />within DHS. We are authorized to spend up to $37,500,000 for administration of the <br />AFGprogram (five percent of the appropriated amount). In addition, we may set aside as <br />much as$27,500,000 of the funds available for the Fire Prevention and Safety Grant <br />Program in order for us to make grants to, or enter into contracts or cooperative <br />agreements with, national, State, local or community organizations or agencies, including <br />fire departments, for the purpose of carrying out fire prevention and injury prevention <br />programs. This leaves appro�mately $680,000,000 for competitive grants to fire <br />departments. We have until September30,2005, to obligate the appropriatedfunds. <br />Background <br />The purpose of the AFG program is to award grants directly to fire departments of <br />a State to enhance their ability to protect the health and safety of the public, as well as <br />that of firefighting personnel, with respectto fire and fire related hazards. We will <br />award the grants on a competitive basis to the applicants that first address the AFG <br />program's priorities then demonstrate financial need and adequately demonstrate the <br />benefit to be derived from their proj ects. <br />For the purpose of the AFG program, "State" is defined as the fifty States, the <br />District of Columbia, Puerto Rico, the U. S. Virgin Islands, Guam, American Samoa, and <br />the Commonwealth of the Northern Mariana Islands. The Alaska Village Initiative, a <br />nonprofit organization incorporated in the State of Alaska, shall also be considered <br />eligible for purposes of receiving assistance under this program on behalf of Alaska <br />Native villages.
