City Council Study Session — 04/19/04 <br />DRAFT Minutes - Page 5 <br />Mayor Klausing recommended that, as per previous <br />Council discussion and consensus, any rules of procedure <br />be addressed after the Special Municipal election. <br />John Kysylyczyn, 3083 N Victoria Street <br />At the request of Councilmember Schroeder, Mr. <br />Kysylyczyn addressed public comment related to the <br />duplicative nature of the former Ethics Commission and <br />Council rationale for its dissolution. Mr. Kysylyczyn <br />further reviewed his interpretation of the three entities that <br />handle complaints: the City Attorney's office; the City <br />Prosecutor's office; and the County Attorney's office, <br />depending on the nature of the complaint and the alleged <br />violator. <br />Councilmember Schroeder further referenced an Editorial <br />from the St. Paul Pioneer Press dated Sunday, April 18, <br />2004 in which the editor implied that Councilmember Ihlan <br />had been appointed by the City Council to fill the vacant <br />Council seat. Councilmember Schroeder noted that this <br />was not correct, and that Mayor Klausing had appointed <br />Councilmember Ihlan to the vacancy, not the City Council. <br />Councilmember Schroeder took issue with the implication <br />in the article that Councilmember Ihlan appeared to be <br />taking credit for the City Council "working together," and <br />expressed his frustration concerning the editorial that he <br />opined was misleading to the public. <br />3.
