Department Approval: <br />REQUEST FOR COUNCIL ACTION <br />Manager Reviewed: <br />/ / `; � � <br />DATE: 04/26/04 <br />ITEM NO.: 6. <br />Agenda Section: <br />Item Description: Resolution concurring with the turnback of Roselawn Avenue (Hamline <br />Avenue to Fulham Street) from Ramsey County to the City of Roseville <br />Background: Since 1991, the State, County and cities within Ramsey County have been <br />working to complete a roadway functional consolidation plan. The purpose of this plan is to <br />place roadways under the jurisdiction that is best able to manage them. Since 1995, <br />approximately 8 miles of roadway jurisdiction has been transferred from Ramsey County to the <br />City of Roseville including North and South McCarrons Boulevard, Josephine Road, South and <br />West Owasso Boulevards, a portion of Victoria Street, and portions of Roselawn Avenue. <br />As part of this same plan, the remaining segments of Roselawn Avenue are proposed to be <br />transferred from Ramsey County to the City of Roseville and the City of Falcon Heights. <br />Ramsey County has requested a resolution from Roseville concurring with the proposed <br />turnback. <br />Jurisdiction of Roselawn Avenue from Hamline Avenue to Victoria Street was previously <br />transferred to the City several years ago. The segments proposed to be transferred jointly to the <br />City of Roseville and the City of Falcon Heights are from Hamline Avenue on the east to Fulham <br />Street on the west, a distance of two miles. <br />As agreed by Ramsey County per resolution, they will improve the segment of Roselawn from <br />Fairview Avenue to Fulham Street in 2004, with a mill and overlav project. They will crackseal <br />the pavement on the segment from Snelling Avenue to Fairview Avenue, which was previously <br />overlayed in 2000. They will also repair all stormwater structures as identified by a City of <br />Roseville survey in March of this year. Ramsey County will also provide $175,000 toward a <br />joint Roseville/Falcon Heights reconstruction project for the segment from Hamline Avenue to <br />Snelling Avenue. We anticipate this project to be constructed in 2006. <br />With this jurisdictional transfer, the responsibility of maintenance for these segments will be <br />born by Roseville and Falcon Heights. These segments are eligible to receive MSA funding after <br />transfer to local jurisdiction. <br />Policy objectives: Governmental units within Ramsey County have agreed that roadways should <br />be owned and maintained by the appropriate governing agency based on roadway type. <br />Accordingly, a functional classification study of roadways was completed in the early 1990's. <br />This jurisdictional change proposed is in keeping with this original study. <br />
