City Council Study Session — 04/19/04 <br />DRAFT Minutes - Page 14 <br />Further discussion ensued regarding the use of the ten foot <br />shoulders for deliveries, breakdowns and right turns, allowing <br />the one lane to continue functioning and moving traffic. <br />Mr. Soler noted that, with concurrence of the City Council, <br />Ramsey County would proceed in the process to develop a final <br />layout; identify areas for additional right-of-way acquisition, and <br />proceed to final design. <br />Councilmember Ihlan addressed safety concerns she'd received <br />at the Snelling Avenue and County Road C intersection, with Mr. <br />Soler addressing signal timing and crosswalk location for the <br />best public safety. <br />Councilmember Schroeder advised Mr. Soler of the increased <br />maintenance costs the City realized when sidewalk width was <br />reduced and more specialized equipment was required for <br />maintenance and to reduce liability issues for the City. <br />Councilmember Schroeder encouraged Mr. Soler to take this into <br />consideration in any areas where the County was considering <br />reducing sidewalk width to reduce right-of-way acquisition costs <br />and impacts. <br />Councilmember Kough addressed concerns regarding City <br />maintenance costs for landscaped medians. <br />City of Roseville Assistant Public Works Director Deb Bloom <br />addressed the City's use of low maintenance plantings in median <br />areas, as previously reviewed and recommended by the County <br />Road C Reconstruction Task Force. <br />Mayor Klausing opined his support for median plantings as a <br />way to subconsciously reduce speed along a roadway that more <br />resembled a parkway, rather than a freeway. <br />Mayor Klausing initiated further discussion regarding evidence <br />that three lanes on urban roadways with a dedicated turn lane <br />moved traffic more efficiently than a five lane roadway. Mr. <br />Soler concurred. <br />
