City Council Study Session — 04/19/04 <br />DRAFT Minutes - Page 17 <br />number and location of dispatching centers and the potential for <br />equipment sharing to significantly reduce equipment and <br />operational costs while still maintaining the quality of dispatch <br />services. <br />Mayor Klausing sought clarification from Sergeant Johnson on <br />the structure and relationship among departments and agencies, <br />and how the Council needed to proceed to be fair to the citizens <br />of Roseville to ensure the best and most cost-effective system. <br />Sergeant Johnson advised Councilmembers that the Police <br />Chiefs were working on a system of governance for the <br />communication system that would prove important in <br />development of a process to ensure the needs of the Roseville <br />community were met. Sergeant Johnson noted that other local <br />governments share similar concerns, and the agencies involved <br />were trying to find a fair and equitable way to improve <br />expectations of service. Sergeant Johnson noted the tremendous <br />cooperation between entities to-date in trying to strike a balance. <br />Sergeant Johnson noted that this had not always been evident, <br />but with more suburban involvement, more continuity was <br />achieved. Sergeant Johnson noted the diverse needs and <br />considerations given to engineering, governance, equipment, and <br />policy/planning. Sergeant Johnson noted that when more of <br />these issues are finalized at the County Board level, staff would <br />have more firm numbers to bring before the City Council. <br />Further discussion included identification of unique Roseville <br />issues to be brought to the attention of the Ramsey County <br />Board; the good working relationship of the Chiefs and staff <br />representatives with the Ramsey County Board, Project Manager <br />Paul Kirkwold, and project team representatives; capacity of new <br />City tower at the City Hall campus and it's use as part of the 800 <br />MHz system, with its use deemed unnecessary given the <br />excellent coverage already available to the City without its use; <br />review of the antenna locations; and testing in the lab and on site <br />to determine coverage capabilities. <br />Councilmember Schroeder identified the public service side <br />(Phase III) of the conversion, and requested preliminary costs <br />from staff to have a better idea of the total impact to the City for <br />
