City Council Study Session — 04/19/04 <br />DRAFT Minutes - Page 16 <br />City of Roseville Police Chief Carol Sletner reiterated the chaos <br />occurring from situations experienced during training with area <br />agencies. <br />Discussion included frequency ranges on the current UHF and <br />VHF channels versus the 800 MHz system (i.e., communication <br />problems from within school buildings and Rosedale Shopping <br />Center); phasing of the project within Ramsey County and <br />ultimately the City of Roseville with public safety responders in <br />the initial phase, followed by the public service sectors being <br />consolidated into the system; command and control centers; <br />availability of the State's infrastructure system for the County's <br />application; location of the "big black box" at the Minnesota <br />Department of Transportation (MnDOT) Water's Edge building <br />in Roseville; tower site selection, location and penetration; <br />expenses of the system and grant funds available for assistance; <br />dispatch centers; residual value on the resale market for current <br />radio units due to their incompatibility with the MHz system; and <br />Hennepin County's perspective on lease and/or purchase of radio <br />units. <br />City Manager Beets reinforced the discussion that, as part of the <br />2005/2006 budget discussions, staff would be identifying <br />significant dollars to convert to the new MHz system, purchase <br />or lease of radio units, in addition to Ramsey County assigning <br />cost-share for all participating cities in maintenance of the <br />system. <br />City of Roseville Police Chief Carol Sletner advised <br />Councilmembers that Police Chiefs in Ramsey County had <br />formed a consortium to address similar concerns related to the <br />800 MHz radio system and records management, and were <br />seeking additional grant monies to facilitate individual city costs. <br />Councilmember Ihlan questioned whether j oint purchase of radio <br />equipment was being considered. <br />Sergeant Johnson clarified that the purchasing would be done <br />jointly through a state contract award that had already been <br />negotiated down.
