Mr. Schwartz noted that the signal <br />replacement, with permitted left turns, will considerably <br />improve the efficiency of the intersection. <br />Mr. Schwartz noted that he and Mr. Moeller had discussed <br />numerous other concerns during their conversation that <br />were related to County Road C-2 no longer accessible to <br />Lexington; restricted movement onto certain streets in the <br />Langton Lake area; and several other issues. <br />Councilmember Kough noted that he had sought to assure <br />Mr. Mueller that his concerns would be directed to staff, <br />but he was in support of moving on this item at this time. <br />At Mayor Klausing's request, Public Works Director <br />Schwartz, reviewed the agenda item and requested action. <br />Mr. Schwartz noted that this particular project came up <br />approximately 18 months ago during discussions with <br />Northwestern College about safety concerns at Lydia and <br />Snelling and increasing student population. Mr. Schwartz <br />advised that the concerns had warranted a traffic safety <br />study at the intersection, which included traffic counts, <br />city studies in area as to the back up of traffic along <br />Lincoln Drive, and involvement of the Minnesota <br />Department of Transportation (MnDOT) for their analysis. <br />Mr. Schwartz advised that findings were that left turning <br />movements at Snelling and Lydia were not sufficiently <br />addressed with the 1970's vintage signal; and necessary <br />improvements were recommended to ensure and improve <br />public safety issues. <br />Mr. Schwartz further advised that it was the opinion of <br />staff and the agencies involved, that the recommended <br />improvements would address the concerns of <br />Northwestern College and residents in the area, and the <br />proposal would refocus the pedestrian crosswalk striping <br />to the south side of the intersection for less conflict. Mr. <br />Schwartz noted that the City share of the estimated total <br />cost of $219,000 in addition to engineering and <br />administration, was estimated at $118,260.00 on a 50-50 <br />cost share with MnDOT, as Lydia Avenue is a Municipal <br />
