Update about Negotiations with the St. Paul Regional Water <br />Authority to Continue to Sell Drinking Water at Wholesale <br />Rates to the City of Roseville <br />City Manager Beets reviewed the history of negotiations over the <br />last three years between the City and the St. Paul Regional Water <br />Authority. Mr. Beets noted that the existing twenty (20) year <br />contract would expire at the end of May; but assured the City <br />Council and public that there would be no interruption in service <br />levels. <br />City Manager Beets reviewed negotiations to-date; explained <br />that the City paid a percentage of the retail rate for the City of St. <br />Paul, as well as a wholesale rate for distribution in Roseville, and <br />sought Council authorization for a counteroffer to present to the <br />Regional Water System. Mr. Beets further noted that the St. Paul <br />Regional Water System (SPRWS) had recently experienced a <br />change in Executive Directors and numerous Board changeovers. <br />Mr. Beets opined that he was optimistic in seeing movement <br />from both parties in an attempt to complete negotiations. Mr. <br />Beets briefly reviewed the financial data analysis performed <br />from operational information of the SPRWS by City staff, review <br />of the impact on the City's rate payers, and historical data; and <br />staff was recommending a counter offer of 71% to the SPRWS <br />from their offer of 73.5% for the purchase of wholesale water, <br />Update about <br />Negotiations with <br />the St. Paul <br />Regional Water <br />Authority to <br />Continue to Sell <br />Drinking Water at <br />Wholesale Rates to <br />the City of <br />Roseville <br />
