City Council Study Session — 04/19/04 <br />DRAFT Minutes - Page 23 <br />substantial reduction in compensation to become the Roseville <br />City Manager, and not having received a raise since he had been <br />hired due to the salary cap, it seemed unfair to ask the City <br />Manager to accept a reduced compensation package due to a <br />miscalculation on the part of the City. <br />City Attorney Squires and Finance Director Miller reviewed <br />several alternatives that would maintain the compensation <br />package on the same level from a net standpoint, while meeting <br />state requirements. Those alternatives were: 1) Optional life <br />insurance outside of that provided by the City; or 2) <br />consideration of the City Manager being considered a"group of <br />one" for the Post Employment Health Care Spending Account. <br />Mr. Miller noted that this alternative was still being researched <br />with several vendors. <br />City Attorney Squires advised that whichever option the City <br />Council chose, he would seek an opinion from DOER to <br />determine if the proposed new characterization would comply <br />with statute. <br />Mayor Klausing sought Council discussion and/or comment. <br />Councilmember Kough strongly supported a reasonable car <br />allowance as a solution. <br />Councilmember Ihlan, from a contract standpoint, supported <br />maintaining the original contract amount, as negotiated in good <br />faith; noting the minimal $621 differential could be adjusted <br />without drastic amendments to the original contract. <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn opined that it was unethical for the City Council <br />to hold a discussion related to sidestepping a state-mandated <br />salary cap. Mr. Kysylyczyn stated the longevity of the State <br />Statute and concurred with Councilmember Kough's suggestion <br />regarding the City Manager's auto allowance. Mr. Kysylyczyn <br />further opined that the City Council should consider action <br />against the former City Attorney's firm for their interpretation of <br />the Statute; or that the City could seek a waiver request.
