City Council Study Session — 04/19/04
DRAFT Minutes - Page 23
substantial reduction in compensation to become the Roseville
City Manager, and not having received a raise since he had been
hired due to the salary cap, it seemed unfair to ask the City
Manager to accept a reduced compensation package due to a
miscalculation on the part of the City.
City Attorney Squires and Finance Director Miller reviewed
several alternatives that would maintain the compensation
package on the same level from a net standpoint, while meeting
state requirements. Those alternatives were: 1) Optional life
insurance outside of that provided by the City; or 2)
consideration of the City Manager being considered a"group of
one" for the Post Employment Health Care Spending Account.
Mr. Miller noted that this alternative was still being researched
with several vendors.
City Attorney Squires advised that whichever option the City
Council chose, he would seek an opinion from DOER to
determine if the proposed new characterization would comply
with statute.
Mayor Klausing sought Council discussion and/or comment.
Councilmember Kough strongly supported a reasonable car
allowance as a solution.
Councilmember Ihlan, from a contract standpoint, supported
maintaining the original contract amount, as negotiated in good
faith; noting the minimal $621 differential could be adjusted
without drastic amendments to the original contract.
John Kysylyczyn, 3083 N Victoria Street
Mr. Kysylyczyn opined that it was unethical for the City Council
to hold a discussion related to sidestepping a state-mandated
salary cap. Mr. Kysylyczyn stated the longevity of the State
Statute and concurred with Councilmember Kough's suggestion
regarding the City Manager's auto allowance. Mr. Kysylyczyn
further opined that the City Council should consider action
against the former City Attorney's firm for their interpretation of
the Statute; or that the City could seek a waiver request. Mr.
Kysylyczyn submitted a formal public information request via
