City Council Study Session — 04/19/04 <br />DRAFT Minutes - Page 24 <br />City Attorney Squires for a list of inemberships paid by the City <br />on behalf of the City Manager, the most recent salary of the <br />former Roseville City Manager, and a listing of the lowest and <br />highest paid employees in the City of Roseville. <br />Councilmember Schroeder noted that while a decision would <br />need to be made in the near future related to this, there was <br />another underlying factor that the City Manager hadn't had a <br />performance evaluation for two years; and recommended that <br />such an evaluation, in fairness to the City Council and City <br />Manager Beets, be included as part of the contract renegotiation. <br />Mayor Klausing concurred with Councilmember Schroeder's <br />recommendation, suggesting that following the Special Election, <br />the Council have further discussion to establish performance <br />guidelines to facilitate an evaluation. <br />After further discussion, Mayor Klausing directed City Attorney <br />Squires to seek a response from DOER on the $621 excess over <br />the salary cap; and their review of the two alternatives being <br />considered and whether they are consistent with DOER's <br />interpretations of State Statute. <br />Mayor Klausing concurred that the overall compensation of the <br />contract needed to be reduced for compliance. <br />Councilmember Schroeder noted his difficulty in making a call <br />on this, given his personal employment experience as Public <br />Works Director for the City of Little Canada, and an <br />interpretation of a portion of his vehicle use being identified as <br />income in recent audits. Councilmember Schroeder noted that he <br />had seen his compensation reduced with renegotiation, and was <br />inclined to reduce compensation to adhere to State regulations in <br />this case as well. <br />No formal action was taken. <br />12.
