Ms. Powell also provided a <br />bench handout summarizing pending environmental <br />legislation identified as the "Minnesota Neighbor <br />Notification Law." <br />Councilmember Kough noted for Ms. Powell's benefit that <br />the City has a full-time Naturalist on staff. <br />Ms. Powell spoke to other health concerns and risks of <br />chemical contamination and hazards not readily identified. <br />Mayor Klausing referenced the legislation summary <br />provided; and sought clarification on Ms. Powell's <br />comment. <br />Ms. Powell responded that she was requesting that the City <br />of Roseville adopt similar legislation on a local level. <br />C. Dan Roe, 2100 Avon Street <br />Mr. Roe referenced his review of the video from the last <br />Council Study Session and suggested reformatting the <br />discussion topics and agenda to make the best use of <br />Council time at the Study Sessions. Mr. Roe opined that <br />such a format would allow staff to prepare appropriate <br />materials and research, as well as allowing prior <br />notification of the public on upcoming and key issues <br />before the City. <br />D. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn commented on the City Council's previous <br />decision to not establish an Environmental Commission, <br />noting that the information regarding the decision was <br />available to the public via the internet. <br />Mr. Kysylyczyn opined whether the recently-held westside <br />Town Hall Meeting could be deemed a success, referring to <br />meeting costs (i.e., mailings, staff time, material <br />preparation and presentation, and cable television crews). <br />Mr. Kysylyczyn calculated taxpayer cost, given the number <br />of registered voters eligible to attend versus the number of <br />
