Community Town Hall Meeting — 04/26/04 <br />DRAFT Minutes - Page 6 <br />1) Community Development Fund amendment for <br />reallocation of staff salaries related to the Housing and <br />Redevelopment Authority (HRA) and receipt of Livable <br />Communities Grant funds from the Metropolitan Council <br />($110,000); <br />2) License Center Fund for the city-operated Deputy <br />Registrar office for additional operational staffing and <br />point-of-sale equipment purchases at the License Center, <br />due to the State closing their office, additional volume, <br />added services that procured additional revenues, with <br />the Center continuing to generate surplus funds to <br />support other City programs ($85,000); <br />3) Lawful Gambling Fund additional appropriations of <br />$25,000 to the North Suburban Community Foundation <br />for higher-than-expected lawful gambling profits for <br />distribution to eligible community-based groups and <br />individuals, with Mr. Miller noting that the City served <br />only as a conduit for this fund ($25,000); and <br />4) Information Technology Fund for additional staffing <br />that was offset by additional revenues from several <br />additional Joint Powers Agreements (JPA's) in providing <br />IT services to other communities and agencies ($55,000). <br />Mr. Miller reviewed the staff report attachment defining each <br />fund, the original 2003 Budget adopted by the City Council; a <br />comparison of the actual revenues and expenditures; and the <br />amendments requested for the expenditures. <br />Councilmember Kough sought clarification as to allotment of the <br />funds realized from the three percent lodging tax going to the <br />Roseville Visitors Association (RVA). <br />Mr. Miller responded that the City acted solely as the RVA's <br />fiduciary agent, retaining $25,000 annually, with all other <br />monies going directly to the RVA, in accordance with State <br />Statute, with their expenditures governed by a Board of <br />Directors. <br />Mayor Klausing noted that the RVA Executive Director provided <br />an annual report to the Council on their activities in promoting <br />tourism and business in the City of Roseville. <br />
