Community Town Hall Meeting — 04/26/04 DRAFT Minutes - Page 6 1) Community Development Fund amendment for reallocation of staff salaries related to the Housing and Redevelopment Authority (HRA) and receipt of Livable Communities Grant funds from the Metropolitan Council ($110,000); 2) License Center Fund for the city-operated Deputy Registrar office for additional operational staffing and point-of-sale equipment purchases at the License Center, due to the State closing their office, additional volume, added services that procured additional revenues, with the Center continuing to generate surplus funds to support other City programs ($85,000); 3) Lawful Gambling Fund additional appropriations of $25,000 to the North Suburban Community Foundation for higher-than-expected lawful gambling profits for distribution to eligible community-based groups and individuals, with Mr. Miller noting that the City served only as a conduit for this fund ($25,000); and 4) Information Technology Fund for additional staffing that was offset by additional revenues from several additional Joint Powers Agreements (JPA's) in providing IT services to other communities and agencies ($55,000). Mr. Miller reviewed the staff report attachment defining each fund, the original 2003 Budget adopted by the City Council; a comparison of the actual revenues and expenditures; and the amendments requested for the expenditures. Councilmember Kough sought clarification as to allotment of the funds realized from the three percent lodging tax going to the Roseville Visitors Association (RVA). Mr. Miller responded that the City acted solely as the RVA's fiduciary agent, retaining $25,000 annually, with all other monies going directly to the RVA, in accordance with State Statute, with their expenditures governed by a Board of Directors. Mayor Klausing noted that the RVA Executive Director provided an annual report to the Council on their activities in promoting tourism and business in the City of Roseville.
