Community Town Hall Meeting — 04/26/04 <br />DRAFT Minutes - Page 16 <br />non-residents, since it was a prime facility, and should be a <br />revenue producer. <br />Mr. Davidson further opined that the City Council should <br />slow down or totally eliminate tax-supported subsidies to <br />"big box retailers" or other corporations, given recent cuts <br />in State Aid. <br />Mr. Davidson further requested that speed limit signs be <br />posted along the frontage road along the east side of <br />Snelling between County Roads C and C-2. Mr. Davidson <br />noted that there were no speed signs posted and the routine <br />excess speeds endangered the public safety of children and <br />pedestrians. <br />Mayor Klausing led a discussion related to future <br />development and redevelopment proposals for the <br />community in maintaining a diverse economic base. <br />Public Works Director Schwartz, at Mayor Klausing's <br />request, advised that the Public Works and Police <br />Departments would review Mr. Davidson's concerns <br />related to speed along the Snelling Avenue frontage road <br />via use of the speed trailer and if warranted, speed signs <br />could be posted. <br />Further discussion among Councilmembers and Mr. <br />Davidson included use of tax increment or other funding <br />tools available for encouraging future development of <br />housing, business and service retail; need to retain and/or <br />attract head of household-type jobs; and the process being <br />utilized in the proposed Twin Lakes Development area. <br />At Mayor Klausing's request, Community Development <br />Director Dennis Welsch, reviewed the uses and intent of <br />tax increment financing for soil improvements, building <br />demolition and/or infrastructure (i.e., utility, roadway) <br />installation or improvements. Mr. Welsch clarified the use <br />of the tax increments invested only in the new portion of <br />the project for a determined number of years, with former <br />tax dollars continuing to be utilized as before. <br />
