Community Town Hall Meeting — 04/26/04 <br />DRAFT Minutes - Page 17 <br />Mayor Klausing noted that with each project, the City <br />Council needed to determine whether use of specific <br />funding tools was a good investment of public monies. <br />Councilmember Ihlan noted that tax increment financing <br />(TIF) could be properly used to pay for environmental <br />clean up, but opined that it was not appropriate to subsidize <br />market place costs, and that the City Council needed to <br />determine whether developer proposals were justifiable <br />uses for public-backed monies. <br />A brief summary of anticipated highway construction <br />projects by Ramsey County and or the State of Minnesota <br />was provided by the City's Public Works Director Duane <br />Schwartz and Councilmember Schroeder; and the regional <br />impacts to traffic and increased use of city streets. <br />F. Unidentifed Speaker <br />This resident questioned whether or not noise barriers had <br />been considered along Highway 36. <br />Councilmembers and staff responded that, while always in <br />the discussion stages, MnDOT usually incorporated noise <br />barrier construction with major reconstruction projects. <br />Mayor Klausing acknowledged, for the public's <br />information, Councilmember Schroeder's expertise in the <br />area of street and traffic issues, in his capacity as Public <br />Works Director for the City of Little Canada. <br />G. Ms. Chris Hansen <br />Ms. Hansen commented that Roseville was a"great city" <br />and expressed her appreciation for the City's amenities; <br />thanking the City Council and staff for their consideration <br />and wise use of taxpayer monies. <br />H. Unidentifed Speaker <br />A senior citizen questioned why the sidewalk along Dale <br />Street had not been completed as originally planned. <br />
