Community Town Hall Meeting — 04/26/04 <br />DRAFT Minutes - Page 19 <br />1) Code Enforcement - Mr. Kysylyczyn noted the <br />excellent work performed by the City's current <br />Code Enforcement officer, Rick Talbot, and the <br />favorable citizen comments on Mr. Talbot's <br />diplomacy in working with neighbors to resolve <br />issues. <br />2) Data Accuracy Issues — Mr. Kysylyczyn opined <br />that the chart available for distribution tonight <br />related to tax rate comparisons of the City of <br />Roseville and other comparably-sized cities was <br />misleading; referring to an independent study <br />performed by the Minnesota Taxpayers' Association <br />that provided conflicting information to that <br />presented by staff. Mr. Kysylyczyn further <br />commented on "taxes as an investment," comments <br />made earlier in the meeting, and perceptions versus <br />reality. Mr. Kysylyczyn further noted that "big box <br />retailers" didn't require public financing, but more <br />desirable development projects (i.e., housing, special <br />office buildings, etc.) may require a tax "subsidy; <br />opining that he was willing to pay a subsidy to a <br />developer to see additional housing in the City. <br />3) In conclusion, Mr. Kysylyczyn encouraged the City <br />Council to consider including a ballot question on <br />this year's election ballot allowing the citizens the <br />right to chose whether they wished to accept <br />increased taxes to accelerate road construction (i.e., <br />Highway 36; I-35W and others). <br />K.
