Community Town Hall Meeting — 04/26/04 DRAFT Minutes - Page 19 1) Code Enforcement - Mr. Kysylyczyn noted the excellent work performed by the City's current Code Enforcement officer, Rick Talbot, and the favorable citizen comments on Mr. Talbot's diplomacy in working with neighbors to resolve issues. 2) Data Accuracy Issues — Mr. Kysylyczyn opined that the chart available for distribution tonight related to tax rate comparisons of the City of Roseville and other comparably-sized cities was misleading; referring to an independent study performed by the Minnesota Taxpayers' Association that provided conflicting information to that presented by staff. Mr. Kysylyczyn further commented on "taxes as an investment," comments made earlier in the meeting, and perceptions versus reality. Mr. Kysylyczyn further noted that "big box retailers" didn't require public financing, but more desirable development projects (i.e., housing, special office buildings, etc.) may require a tax "subsidy; opining that he was willing to pay a subsidy to a developer to see additional housing in the City. 3) In conclusion, Mr. Kysylyczyn encouraged the City Council to consider including a ballot question on this year's election ballot allowing the citizens the right to chose whether they wished to accept increased taxes to accelerate road construction (i.e., Highway 36; I-35W and others).
