Lorraine Machacek, 1323 Oakcrest Ms. Machacek appealed to the City Council to maintain the area as single-family homes. Mayor Klausing closed the public comment discussion at this time. Councilmember Ihlan discussed larger policy reasons in creating senior housing versus changing the character of a neighborhood by amending the Zoning and Comprehensive Plans, questioning their intent and reliability for neighbors and/or developers. Councilmember Ihlan expressed concern in considering where to place higher-density housing and impacts to neighborhoods. Mr. Paschke referred to Section 5.0 of the staff report dated May 10, 2004 for consideration of those items analyzed by staff in making their recommendations specific to each proposed project; noting that Planning District 8 as identified in the City's Comprehensive Plan, encompassed a considerably larger area than this specific neighborhood. Further discussion ensued related to the intent of the Zoning and Comprehensive Plans in providing good long-term balance in development, and the need to be flexible in responding to a changing market. Mayor Klausing sought further Council comment to determine whether a unanimous decision was feasible; or whether the City Council wished to send a message to the developer and neighborhood that a less dense proposal was preferred for this parcel. Councilmember Kough expressed appreciation to the developer for their townhome concept, opining that these types of units were needed in Roseville, but questioning whether they were
