Councilmember Kough opined his lack <br />of support for the project for this parcel, but would like to see it <br />at another location within the City. <br />Councilmember Schroeder noted that a unanimous vote didn't <br />appear possible. <br />City Attorney Anderson, at the request of Mayor Klausing and <br />Councilmember Ihlan, addressed procedural issues related to <br />action on this matter. <br />Ihlan moved, Kough seconded, a motion to deny a request for an <br />amendment to the City's Comprehensive Plan from LR (Low <br />Density Residential) to MR (Medium Density Residential — <br />townhomes) for the 1.44 acre parcel at 2550 Hamline Avenue. <br />Councilmember Ihlan explained her rationale for denial was <br />based on significant policy reasons that had been put forward. <br />Councilmember Kough explained his rationale for denial was <br />based on his responsibility to protect single family homes in the <br />area. <br />Councilmember Schroeder expressed appreciation to staff on <br />their presentation of the facts, and their review of a"cluster" <br />within a"cluster" concept in development districts within the <br />Comprehensive Plan. Councilmember Schroeder noted that he <br />would vote against denial, but expressed some concern on the <br />density issue. <br />Mayor Klausing opined that townhomes appeared to make sense <br />in this area, and if done well shouldn't have a detrimental affect <br />on the single-family homes. Mayor Klausing noted that while <br />townhomes were a housing need in the community, the density <br />issue was problematic for that neighborhood. <br />Roll Call <br />Ayes: Ihlan, Kough and Klausing. <br />Nays: Schroeder. <br />8.
