Mr. Churchward provided two bench handouts consisting of an April 7, 2004, and a May 10, 2004, letter from him to Mr. Paschke relating his comments on this issue. Mr. Churchward opined his interpretation of City Code and 30' setback measurements related to visual impacts of future construction. Mayor Klausing attempted to clarify that Mr. Churchward was confusing setback requirements of structures versus property lines; and clarifying that tonight's requested action was a proposal to subdivide a parcel, not build a structure. Mr. Churchward apologized for any animosity this issue had caused in the neighborhood, but opined that the character of the neighborhood should be preserved. Carol Stollhaugen, 3096 Ridgewood Road Ms. Stollhaugen noted that this issue had caused animosity in the neighborhood and had been divisive; and requested that a solution be found in everyone's benefit. Greg Larson, 3077 Asbury Mr. Larson reiterated his comments provided in writing, dated April 28, 2004, opining that the proposal was out of character with the neighborhood and the size of the lots; and appealed to the "common sense" of Councilmembers in opposing this proposal. John Kysylyczyn, 3083 N Victoria Street Mr. Kysylyczyn encouraged the City Council to follow the recommendations of the Planning Commission unless very clear and documented reasons were presented, which was not the case. Mr. Kysylyczyn further spoke to the perceived lack of public attendance at the meeting, noting the time and length of tonight's meeting; and concluded by encouraging Mayor Klausing to openly identify Mr. Wall, the applicant's attorney, as a campaign contributor and consider recusing himself from decision making on this issue.
