Report for City Council
Date: May 10,2004
Item Number: 6.
Department Approval Manager Approval Agenda Section
Item Description:
Final Report from Ad Hoc Litter Control Committee
Background
In February the Ad Hoc Litter Control Committee was formed of individuals from the community.
Representatives were from the following areas: council, staff (3), churches, schools, business,
citizen at large (2), and service organizations. There were a total of 10 people on the committee.
The project began with 4921etters that were sent out to businesses, churches, schools, neighborhood
watch citizens, civic organizations, and scouting troops. This letter asked for theirparticipation in
picking up litter in Roseville. Other communications included letters to the editor, news releases
and the Roseville Wrap. The committee then purchased or had donated litter-picking supplies.
Volunteers began calling to sign up for a pick up date. At each scheduled date for litter pick-up,
volunteers would meet at City Hall for supplies and then would be assigned a particular location to
pick up litter for 2 hours. When they were finished the volunteers would come back to City Hall
with their supplies and have a beverage and a snack. Volunteers were also given a City of Roseville
mug and pin as a token of appreciation.
Volunteers
We had a respectable number of volunteers sign up to pick up litter. Many of the volunteers picked
litter on more than one day. The volunteers were very happy to be involved in this effort and
thought it to be very worthwhile. One of our volunteers, Ed Obeda, whom also is a committee
member, participated in every one of the organized litter-picking dates. He also did some extra pick
up dates with Council member Tom Kough. We would like to thank Ed Obeda for his dedication to
this project. (See attached listing of registered volunteers.) There were a few citizens who were
unable to commit to a time in April, but were going to pick litter when they were out on their daily
walks. Also, Northwestern College sent students to pick litter, as part of their Service Day on April
1 there was approximately 50 students. On April 17 pick-up date 31 parents, scouts, and siblings of
Cub Scout Pack i I picked litter at Langton Lake Park. They hauled an amazing amount of junk
out of the wooded park area.
Benefits of project
The volunteers for this litter pick-up project accumulated approximately 200 bags of litter and many
larger items. We concentrated our litter-picking efforts on Rosevilleparks, and right-of-ways. We
also had some volunteers who wished to dedicate theirpicking to Hwy 36 ramps and Snelling
Avenue, and so portions of those State controlled areas were also cleaned up. The MNDOT
program, "Adopt-A-Highway", adopts all of those State controlled areas.
