REQUEST FOR CITY COUNCIL ACTION <br />DepartmentApproval: T+�ar�a�r r�}� r�x��t�- <br />TP -� ��� ,��� <br />DATE: 05/ 1�1�4 <br />ITEM NO: 8. <br />Agenda Section <br />Item Description: A request by Vernon Albertson for a MINOR SUBDIVISION of his <br />pronertv located at 3103 Asburv Avenue (PF355� <br />1.0 REQUESTEDACTION <br />1.1 Vernon Albertson seelcs approval of a minor subdivision to create two single-family <br />parcels out of his existing 40,000 square foot lot. Each parcel will meet or exceed all <br />City lot size requirements. <br />2.0 BACKGROUND: <br />2.1 Section 11.0404 E states: Three Parcel Minor Subdivision: When a subdivision creates a <br />total of three (3) or less parcels, situated in an area where public utilities and street rights <br />of way to serve the proposed parcels already exist in accordance with City codes, and no <br />further utility or street extensions are necessary, and the new parcels meet or exceed the <br />size requirements of the zoning code, the applicant may apply for a minor subdivision <br />approval. <br />2.2 Section 1103.06A reads: the minimum lot dimensions in subdivisions designed for single <br />family detacheddwelling developments shall be: (1) 85 feet wide at the established <br />building setbacic line and on outside curvatures. <br />23 Section 1106F states: Side lot lines shall be substantially at right angles or radial to the <br />street line. <br />2.4 The Albertson parcel lies along Asbury Avenue in the northwest portion of Roseville <br />adjacent to Northwestern College. The parcel is located in Comprehensive Planning <br />District 2, where it is designated as low density residential, LR and is zoned R-1, Single <br />Family Residential District. <br />2.5 Mr. Albertson owns two existing lots (100 feet by 200 feet) which were platted in the late <br />1940's. The proposal would create Parcel "A" with a width along Asbury of 115 feet, a <br />depth of 200 feet, and an approximate size of 25,000 sq. ft. Parcel "A" would include the <br />existing home. Parcel'B" would be 85 feet wide along Asbury Avenue, 200 feet deep <br />and approximately 14,000 sq. ft. <br />2.6 The "new" parcel line will be at a right angle to Asbury Avenue, then slightly angle to the <br />south, then, continue to the rear property line at a right angle (see attached proposal).
