Three Parcel Minor Subdivision: When a subdivision creates a total of three (3) or less parcels, situated in an area where public utilities and street rights of way to serve the proposed parcels already exist in accordance with City codes, and no further utility or street extensions are necessary, and the new parcels meet or exceed the size requirements of the zoning code, the applicant may apply for a minor subdi- vision approval. The proposed subdivision, in sketch plan form, shall be submitted to the City Council at a public hearing with notice provided to all property owners within three hundred fifty feet (350'). The proposed parcels shall not cause any portion of the existing lots, par- cels, or existing buildings to be in violation of this regulation or the zon- ing code. Within thirty (30) days after approval by the City Council, the ap- plicant shall supply the final survey to the Community Development Director for review and approval. A certificate of survey shall be required on all pro- posed parcels. After completion of the review and approval by the City Man- ager, the survey shall be recorded by the applicant with the Ramsey County Recorder within sixty (60) days. Fail- ure to record the subdivision within sixty (60) days shall nullify the approv- al of the subdivision.
