REQUEST FOR COUNCIL ACTION <br />DATE: OS/24/04 <br />ITEM: 7. <br />Department Approval: Manager Reviewed: Age�da 3�ction: <br />F { � <br />� � � � F I <br />� _. <br />Item Description: Consider Federal Funding Opportunity for Construction of a Trail Adjacent <br />to County Road B-2 <br />Background: Staffpresented information to the City Council at the March 15 meeting, <br />regarding a Federal Funding opportunity for the constructionof a trail adjacent to County Road <br />B-2. After reviewing the proposed project, the City Council directed staff to: <br />• Hold Public Information Meetings for the proposed County Road B2 Trail, <br />• Authorize staffto proceed with necessary fieldwork to assemble feasibility drawings, <br />alignment, and costs for council action/approval. <br />• Explore bury of electric distribution lines <br />Staff has prepared a feasibilityreport for the City Council's review that includes additional <br />information about the proposed project. Copies of this report are included with your packet. <br />Outlined in the report are 3 project alternates. All of the proposed alternates are feasible. They <br />are as follows: <br />Alternate 1: Bituminous Trail, Rice to Walnut - this is the proposal we submitted for <br />Federal Funding. The design is an 8 foot wide bituminous trail located within the County <br />Road B-2 right- of- way. During our public information meetings there were very few <br />properiy owners that were in support of this proposed design. Their objections centered <br />around the pathway material and the width. <br />Alternate 2: Bituminous Trail, Lexington to Walnut - This proposal would eliminate any <br />trail or sidewalk between Rice Street and Lexington Avenue. From properiy owner <br />feedback in the Residential District, it would appear that this would be their preferred <br />alternate. This proposal would need to be reviewed and approved by the Metropolitan <br />Council Transportation Advisory Board (TAB) for conformance with the original grant <br />application. Upon review, the TAB may choose to eliminate a portion or all of the <br />Federal Funding. <br />Alternate 3: Concrete/ Bituminous Trail, Rice to Walnut - This is a hybrid proposal <br />intended to address the Residential Districtproperiy owner's concerns about the original <br />proposal. The alternate includes a 6 foot wide concrete sidewalk on both sides of the <br />road for the residential segment of County Road B-2. There was little properiy owner <br />support for this alternate. <br />Financial Implications: Each alternate has different financial implications. All of these <br />alternates include costs for pathway construction, retaining walls, landscaping, crosswalks, <br />1 � � <br />
