Road B-2 between Lexington and Rice Street was a low priority for reconstruction funds. The <br />road has lower traffic volumes than other county roads, and currently the design meets the <br />capacity. The two lane road accommodates the existing traffic, and would not need to be <br />widened. If the County were to do any proj ect on this segment, it would be a maintenance <br />project. This would be a mill and overlay, with no curb or storm sewer improvements. At this <br />time they do not have County Road B-2 included on their Capital Improvement Program. <br />They would consider worlcing with the City should we determine that some level of <br />reconstruction would benefit the proposed trail project. This participationwould be limited to <br />the cost of a mill and overlay proj ect. <br />Design Guidelines <br />The maj ority of the proposed pathway funding is through Federal Surface Transportation (STP) <br />Funds. To be eligible for the federal funding, the City must meet the standards laid out in the <br />"Minnesota Bicycle Transportation Planning and Design Guidelines" manual. The Minnesota <br />Department of Transportation(Mn/ DOT) must review and approve the proposed project for <br />consistency with the standards laid out in this manual. We met with Mn/DOT staff to discuss the <br />items brought up by the property owners at the April meeting. lu general the facility would have <br />to accommodate two way bicycle traffic as well as have a two foot clear distance on both sides of <br />the facilityto any vertical obstruction. We discussed acceptable designs with Mn/DOT staff and <br />worlced out the following acceptable design alternatives: <br />� 8 foot wide multi-use pathway on one side of the street. This is consistent with the <br />original STP application. <br />� 6 foot concrete trail on both sides of the street. Each trail would be a one-way facility. <br />�r Develop an "attached pathway" design, where we would construct curb and gutter <br />along one side of B-2 and an 8 foot facility. This proposal would have a 2 foot clear/ <br />recovery area to the front of curb. This would require "No Parlcing" along the side of <br />B-2 that the facility is located on. <br />� Construct a 6 foot sidewallc along one side of the road and sign the shoulders on each <br />side of the street as one way bilce lanes. This proposal would have No Parlcing along <br />this entire segment of B-2. <br />� No build alternative: Only build the facility between Lexington and Walnut Street and <br />demonstrate how the goals that were described in the original application would be <br />impacted by the change in scope. The staff at the state indicated that all other possible <br />alternatives should be exhausted prior to coming bacic with "no build" as a proposed <br />alternate. This alternative is not preferred by the Department of Transportation, and <br />would require a prorated reduction in part or elimination in whole of the awarded <br />federal funds.
