PROJECT CONSTRUCTION <br />Generally, the project consists of the construction of an off-road pathway along the County Road <br />B-2 Corridor. The trail will provide an important linlc to the regional trail system — most notably <br />the Gateway and Northeast Diagonal Trail. In most cases, the trail will be built within existing <br />right-of-way. Where opportunities exist, the trail will be brought away from the street to enhance <br />the overall corridor. The pathway will provide connections to all maj or public land uses that abut <br />the project. <br />To determine the trail alignment we took into account the amenities located along the corridor as <br />well as the existing topography and right-of-way. The goal was to minimize impacts to property <br />owners as well as connect public uses. <br />If unsuitable material is encountered beneath the trail during construction, it will be removed and <br />replaced with suitable bacicfill material. Any sod that is damaged as a result of the proj ect will be <br />replaced. In order to match the new street, driveway approaches will be removed to <br />approximatelythe property line. The removed drivewaywill be replaced with similar material— <br />asphalt or concrete. During construction, City staff will worlc with those property owners who <br />wish to malce driveway improvements. The cost of any private driveway improvements is the <br />property owner's responsibility. <br />Efforts will be made to protect and retain the trees that currently exist in the right-of-way. When <br />necessary, however, trees will be removed to allow the proposed improvements. This project <br />will include a unified landscaping plan that will include both new and replacement plantings to <br />minimize the impacts of the new trail on adj oining properties. <br />Staff will work with other public and quasi-public utilities to coordinate other utility <br />improvements with the proposed trail proj ect. It is expected that if these improvements are <br />approved, the work will be completed during the 2005 construction season. The proj ects were <br />initiated by counciUstaff based on a recommendation contained in Roseville's Master Pathway <br />Plan. <br />This corridor contains overhead power in various locations. There are power poles in the <br />residential areas from Rice Street to Victoria Street. Although not part of the original funding <br />application, this report discusses the undergrounding of the overhead power lines. Xcel Energy <br />has identified the cost of this worlc and the impact on energy bills if the Council desires to pursue <br />this portion of the proposed proj ect. <br />County Road B-2 Trail <br />FeasibilityReport <br />May 24,2004 <br />��r <br />
