Segment 1— Residential District; Rice St�eet to Lexington Avenue (2 miles) <br />For the easterly two miles of the City, County Road B-2 is abutted mainly by low density <br />residential homes. Two schools are located in this area as well; they are ConcordiaAcademy (SE <br />comer of Dale and B-2) and Central Park Elementary School (1/4 east of Dale on the north side <br />of B-2). Roseville Middle School is located in Little Canada about l/4 mile east of Rice Street. <br />The street is approximately 32 feet wide, one lane in each direction with 4 foot shoulders. There <br />is bituminous curb located at intersections and along side the street on hills. The traffic counts <br />range from 4500 to 6400 ADT. The intersectionsof Lexington and Rice Street are controlled by <br />street lights, while Victoria, Dale, and Western are all-way stops. <br />There are drainage ditches and some catch basin structures located on both sides of the street. <br />Many of the driveways have culverts to convey storm water. There are many areas where water <br />sits in driveways and in the ditch system. On the south side of the street there are mailboxes, and <br />power poles. <br />Currentlythere are sidewalks located along Concordia Academy (114 mile long on the south side <br />of the street at Dale) and along the businesses at the comer of Rice and B-2 (118 mile long, north <br />side of the street). Also, there is a short segment of bituminous trail located between Central <br />Park School and Cohansey Street on the north side of the street. <br />Due to existing right- of- way, and impacts to existing properties in the corridor, we recommend <br />that any facility be located along the north side of B-2 throughout the residential district. In the <br />residential district, a majority of the hydrants are on the south side as well as the power poles, <br />and mailboxes. There is drainage issues located on both sides of the street. There are slightly <br />fewer driveways on the north side of the street. <br />Special Considerations: <br />• At Lexington, there are 3 homes along the south side of the street that are closer than 30 feet to <br />the edge of the road. We also have very little right- of- way. <br />• At Dale Street we have an opportunityto connect into Central Park on the north side by <br />Central Park Elementary School. This would eliminate establishing a mid-block pedestrian <br />crossing to connect to this amenity. <br />� At Rice Street we have very little right- of- way on the south side of the street between <br />Western and Rice. <br />• The majority of County Road B-2 between Dale Street and Lexington has street grades that are <br />less than 0.5%.
